WASHINGTON -- President Bush is entering his second term with the lowest approval ratings of any recent `two-term` president, even as he talks about an ambitious agenda of change, an Associated Press poll finds.
Congress is viewed even more negatively -- a troubling sign for Bush and Congress as they tackle such proposals as creating private accounts for those in the Social Security system and overhauling the federal tax code.
Bush's approval rating is at 49 percent in the AP poll, with 49 percent disapproving among all of those polled.
Only 41 percent, approve of the job Congress is doing, while 53 percent disapprove, according to the poll conducted for the AP by Ipsos Public Affairs.

He just doesn't have any momentum going into his second term. I would think it's hard to get that BIG MO going later on in the term.

I do not completely approve if Congress. I approve or disapprove of individuals. I think it is too early to say weather we approve or disapprove of what Congress is doing because they just came back into session.

With ratings that low, it makes a person wonder how they ever managed to get elected. :roll:

When you ask people about their individual member of Congress they tend to respond affirmatively and with higher ratings. When you ask about Congress in General they always rate lower because it is a broader question where you are rating their handling of all issues. I suppose if you asked about a single issue you might get a different result.

Good point Judy about the indvidual vs. the collective.
Russ does things I don't care for at times (yeah, I know ... hard to believe, but he is human!), but overall his personal level ranks off the meter for me.....as part of the collective, I get angry at his 'decisions', but then again, we all down here on the bottom rung of the ladder are not privy to the 'big picture' and all the associated details.

Thank you. I know this is true of me s well. You ask me about Lindsey and I give him high ratings. THere are others that if Asked about individually I will give them low ratings: Bill Frist, Tom DeLay. Congress in general I would give a mediocre rating to be fair.
